The DPEP was established to achieve the enrolment and retention of all children between 6-14 years by improving the school environment, quality of teacher-learner interaction, and community participation. Although the DPEP finances some new school construction, it emphasises investment in quality through in-service teacher training, improved teaching and learning materials, and improved school facilities. With a focus on the girl child and other socio-economically disadvantaged children, DPEP focuses on districts with below-average female literacy rates. It decentralises planning and strengthens community and school organisations to encourage public participation. Its work supplements that of the DPI* and state education efforts, including textbook development and publication, planning and management, research and evaluation, and teacher training. It coordinates with the departments of Health, and Women and Child Development*, to enhance the health of school children and to extend the working hours of anganwadis so that girls can attend school while their siblings are taken care of. It works in the districts of Bangalore rural, Bidar, Belgaum, Raichur, Koppal, Gulbarga, Davangere, Dharwar, Gadag, Bellary, Haveri, Mysore, Chamarajnagar, Mandya, Bagalkot, Kolar.
